Macao's anti-corruption agency records 736 complaints in 2007

MACAO, June 27 (Xinhua) -- The Commission Against Corruption ( CCAC) of Macao Special Administrative Region (SAR) received 736 complaints last year, a year-on-year decrease of 12 percent, according to the annual report released Thursday by the CCAC.
Among the total complaints received last year, 75 cases commenced for investigation, and, in addition to the accumulated and reopened cases, a total of 125 commenced cases were processed by the Commission, 40 of which were concluded over the year, CCAC said in the report. The CCAC annual report has been submitted to the SAR's Chief Executive, Ho Hau Wah, which is part of the Commission's legal obligations. According to the report, the Commission referred 11 cases to the Public Prosecutions Office last year, while the courts adjudicated six cases detected by the CCAC, three of which involved the breach of electoral regulations of the SAR's Legislative Assembly and most of the accused were found guilty. The investigation of the corruption case that led to the conviction of former SAR Secretary for Transport and Public Works, Ao Man Long, was "one of the most important works for CCAC in 2007", according to the report. Ao was the most senior official ever convicted in the SAR. The case reflects that "illegal customary practices" existed in some of the public projects, resulting from an imperfect system and the weak consciousness of law among government departments and businessmen, CCAC said in the report. Last year, both "Transparency International" (TI) and " Political and Economic Risk Consultancy" (PERC) gave relatively high rankings for the integrity situation in Macao. Macao was ranked 34th among 180 nations and regions globally, dropping from 26th in the previous year. Meanwhile, the SAR remained the fourth among 13 nations and regions of Asia in the PERC ranking. The "Transparency International" noted in its report that the SAR should be alerted about the lowering of its integrity grade. To address the issues, the CCAC said it has launched a project aimed to promote honesty of public servants through the cooperation of different departments, and completed the review of examination procedures of land granting and public projects. With regard to promotion and education, the CCAC actively organized a total of 300 seminars last year on different topics to disseminate the information of integrity to a wide range of audience. Participants numbered almost 20,120, according to the CCAC. The CCAC also said it continuously reinforced integrity education for local youth by supplementing the content of teaching materials of ethical education for primary and middle school students.
