The Bushfires Royal Commission learned on Thursday that many bushfire victims died during the nation's deadliest bushfire only because they fled their home too late when the fire swept through their neighborhood.
Social scientist Katharine Haynes, who studied the cause of the victims, told the bushfires commission in Melbourne that there was significant evidence that the contentious stay and defend, or leave early policy was not well understood, was the main cause for many of more than 200 victims killed in the February bushfire in Victoria.
